I've not had a lot of experience with employers opposing the formation of a union, which is an issue addressed by the Act. At AC Transit, the Amalgamated Transit Union (ATU) was established long ago, and IBEW, although small in numbers, was also established. When some of the managers (I was one of them) began the effort to form our own union, the General Manager at the time (Sharon Banks) was supportive. In fact, Ms. Banks advocated for a greater number of employees to be part of the bargaining unit, although her Chief Labor Attorney argued successfully for some classifications not to be included in AFSCME.
